Alhamdulillah, by the grace and blessings of Allah SWT, I have been granted this invaluable opportunity to serve and learn. Grateful to Allah SWT for His guidance in my career, I am a Senior Assistant Director at the Department of Environment, Malaysia, serving as the national Desk Officer for oil spill disaster management. My mandate involves safeguarding Malaysia’s critical maritime corridors towards the risk of oil spillage especially related to transboundary oil spill pollutions.<\/span><\/span><\/span><\/span><\/p>\n

My recent training in Japan has been a paradigm-shifting experience, particularly in observing the “limits of administration” during large-scale disasters. I was profoundly influenced by the Japanese philosophy of <\/span><\/span><\/span><\/span>Kyojo<\/span><\/span><\/span><\/span><\/i> (Mutual Help), which prioritizes social capital as the first line of defense. This exposure highlighted that while machinery is essential, community resilience is the decisive factor in the critical first hours of a catastrophe.<\/span><\/span><\/span><\/span><\/p>\n

These insights resulted in my capstone proposal, The Kyojo Project. This initiative introduces a formalized “Tier 0” response mechanism into Malaysia Oil Spill Contingency Plan (MOSCoP). By empowering coastal communities with the authority and tools to act during the Golden Hours (first 6 hours) of a spill, the project aims to transform coastal communities from passive victims into active responders. My vision is to sustain a symbiotic Malaysia-Japan partnership, where we exchange not just technical expertise, but the strategies necessary to build a truly resilient, “Whole-of-Society” safety net.<\/span><\/span><\/span><\/span><\/p>\n
